I've never heard of it in quite that term? but what I think you are referring to, is the onboard Crane, Davits, block %26amp; tackle, or Chain Bindings.

The vessel could loose stability, %26amp; list to one side, to possible catastrophic affect.What is the importance of shipboard cargo handling equipments?
In addition, since ships are good for transporting very large loads, it's important to be able to move those loads around if you want to take advantage of the abilities of the ship to move the cargo. Without cargo handling equipment, the ability of ships to move large loads would not be useful.
